NATIONAL CONFERENCE ON THE CLOSING OF EU HEALTH SECTOR POLICY SUPPORT PROGRAMME

Today in Hanoi, Dr. Professor Nguyen Viet Tien – Standing Vice Minister of Health, and Mr. Bruno Angelet – Ambassador of the European Union Delegation, co-chaired a National Conference for the closure of EU-funded Health Sector Policy Support Programme. Addressing the Conference, Vice Minister and Ambassador highly appreciated the outcomes achieved by the health sector for the last 10 years, as well as the effectiveness and practicality of the Support Programme. As part of the Support Programme, the role of the European Union Health Facility and its team was highly regarded by Ambassador..

With total budget of 3,500 billion VND, EU Health Sector Policy Support Programme is the largest of its kind in Asia. Spanning over the period of 9 years with 2 phases, the programme places particular focus on poorest provinces and most disadvantaged districts – home of ethnic minority groups - helping to increase coverage of health insurance; training of health professionals (including doctors, nurses, midwives and birth attendants); renovation of hospitals and commune health stations; provision of essential medical equipment; standardisation of clinical guidelines for health services; and improvement of hospital quality management. 
 
The EU has been accompanying Vietnam’s health sector for more than 20 years. With EU support, the health sector has implemented many interventions to improve the quality of health services, including, among others:
•           Building and renovating hundreds of Commune Health Stations;
•           Upgrading facilities and supplying equipment for health facilities;
•           Technical transfer and training to improve the capacity of health workers at all levels in several ways such continuous training and the satellite hospitals model;
•           Supporting the establishment of Neonatal Intensive Care Units at district hospitals;
•           Training of Ethnic Minority Village Midwives for remote areas;
•           Supporting the development of Health Insurance and applying new advanced payment methods;
•           Technical assistance for capacity building in sector governance, information, financing, quality of services, etc.

These interventions have contributed significantly to improve the financial mechanisms, service model and service quality in the health system from the central to the grassroots levels.

In the past decades, the country has reached remarkable achievements in the implementation of the Millennium Development Goals on reducing maternal and neonatal mortality. To achieve those encouraging results, the contribution of midwives has been remarkable in the whole country.

    The European Union Health Facility (EU-HF) supports the capacity for the Vietnamese health sector planning and budgeting at central level. In this area, the contribution to the consultations and discussions and then to the preparation and printing of the JAHR reports has been determinant. The Ministry of Health (MoH) of Vietnam every year undertakes a review of progress in the sector in the year before and an in deep analysis of a specific topic of relevance for the sector. The review is led by the Department of Planning and Finance with the participation of other departments of the Ministry and in collaboration with Development Partners active in the health sector through the Health Partnership Group.

    ​EU Health Facility is supporting the MoH in launching the PPP intitatives in health sector based on the stipulations of the Decree 15 on Public Private Partnership, issued by the GoV in 2015. Vietnam is seen as the next healthcare market in ASEAN. There are 273 new hospitals at some stage of the planning process with 50% located in Southern Vietnam. Introduction of the cooperation between public and private sector are seen as one of the most prominent initiatives to boost the modern health technology application as well as to finance growing demand in health services.

    On August 1, 2016 the EU-HF launched long awaited technical assistance assignment to support MoH in launching the Public Private Partnership in health sector. Mr. Derek Taylor (UK) along with the team of local experts Dr. Nguyen Thi Bach Yen (Public Health Expert), Mr. Pham Sy Chung (Legal expert) and Mr. Tran Duy Hung (Financial Investment Expert) will be working together with the Department of Planning and Finance as well as PPP unit of the Ministry of Planning and Investment during next 12 months.

    At the request of the Deputy Minister of Health Prof. Le Tuan, key experts of the EU Health Facility made a presentation on PPP, its content and the options regarding its employment in the Vietnamese health sector in the Ministry of Health on August 6th, 2015.
