    Under the cooperative framework between the Ministry of Health (MOH) and the European Union (EU), in 2018 the General Office of Population and Family Planning (GOPFP) with technical assistance from the EU Health Facility (EU-HF) has developed a draft manual guiding the implementation of extra-curriculum activities that aim at reducing imbalanced sex ratio at birth, raising awareness of gender and promoting gender equity among school children.

    Designed as a practical manual for health workers in Vietnam, the Handbook aims to raise awareness among the medical community about the importance of non-communicable diseases (NCD) prevention and risk factors as well as the role of medical doctors during periodic health examinations. In the coming months, the Handbook will be printed and made available for use in all health services in Vietnam.

Public-Private Partnerships in health

On August 1, 2016 the EU-HF launched long awaited technical assistance assignment to support MoH in launching the Public Private Partnership in health sector. Mr. Derek Taylor (UK) along with the team of local experts  Dr. Nguyen Thi Bach Yen (Public Health Expert), Mr. Pham Sy Chung (Legal expert) and Mr. Tran Duy Hung (Financial Investment Expert) will be working together with the Department of Planning and Finance as well as PPP unit of the Ministry of Planning and Investment during next 12 months. 

 
Vietnam's rapid growth has outpaced its infrastructure, creating a major constraint to continued export-led growth and investment. An estimated $200 billion in new roads, bridges, ports, water sanitation, power, and other infrastructure is required to sustain growth between now and 2020.The Vietnamese Government cannot fully finance this investment through its state budget or official development assistance loans, and PPPs offer a new alternative for financing the large infrastructure projects in health sector connected also with a fast health technology transfer. The EU-HF team will assist the Ministry to:
•    Develop the Concept/Circular for  PPP implementation for Health Sector, including implementation program projects preparation manual, criteria for selection of the projects (reflecting technical, economical, financial, social, commercial, and environmental aspects)
•    Identify projects that are well suited for PPP in health sector and draw the short list of the specific projects for the PPP for implementation; and design the pilot models for PPP implementation
•    Provide training on PPP in Health sector for (MoH, MoF, MPI, VSS, representatives of some Provincial People's Committees, representatives of some Provincial Departments of Health andrepresentatives of Vietnam Private Health Practitioners Association
•    Conduct a study tour to EU Member States to familiarize with different models and lessons learnt (the study tour will be described and approved in a separate ToR)

    At the request of the Deputy Minister of Health Prof. Le Tuan, key experts of the EU Health Facility made a presentation on PPP, its content and the options regarding its employment in the Vietnamese health sector in the Ministry of Health on August 6th, 2015.
