    Under the cooperative framework between the Ministry of Health (MOH) and the European Union (EU), in 2018 the General Office of Population and Family Planning (GOPFP) with technical assistance from the EU Health Facility (EU-HF) has developed a draft manual guiding the implementation of extra-curriculum activities that aim at reducing imbalanced sex ratio at birth, raising awareness of gender and promoting gender equity among school children.

    Designed as a practical manual for health workers in Vietnam, the Handbook aims to raise awareness among the medical community about the importance of non-communicable diseases (NCD) prevention and risk factors as well as the role of medical doctors during periodic health examinations. In the coming months, the Handbook will be printed and made available for use in all health services in Vietnam.

Support to the Joint Annual Health Review (JAHR) process in 2015, 2016 and 2017
The European Union Health Facility (EU-HF) supports the capacity for the Vietnamese health sector planning and budgeting at central level. In this area, the contribution to the consultations and discussions and then to the preparation and printing of the JAHR reports has been determinant. The Ministry of Health (MoH) of Vietnam every year undertakes a review of progress in the sector in the year before and an in deep analysis of a specific topic of relevance for the sector. The review is led by the Department of Planning and Finance with the participation of other departments of the Ministry and in collaboration with Development Partners active in the health sector through the Health Partnership Group.
The JAHR report for 2015 (number 9 in the series) includes an assessment of the achievements in the implementation of the five-year health sector plan 2011-2015 and progress towards the Millennium Development Goals. The additional specific topic for the review is “Strengthening primary health care in the grassroots healthcare network towards universal health coverage”. The report was completed by the MoH with the technical support of development partners, among those the EUD and the EU-HF, and approved by the MoH in March 2016. The EU-HF was in charge of the printing and publication of the report and produced two separate issues, one with the Vietnamese version and one English version. Each copy contains a volume with the full report, a separate leaflet with the executive summary, and a CD with the electronic versions of the documents. The EU-HF produced 300 copies in Vietnamese and 300 copies in English and delivered them to the MoH on 12 August 2016.
For the JAHR report of 2016, in addition to the review of progress during the year 2016, the specific topic is "Population aging and health care for the elderly in Vietnam"; the MoH and partners agreed on the outline for the report in the last quarter of 2016. A number of round-table discussions have been organized with technical counterparts to collect inputs on each section. A first draft of the JAHR report has been assembled and, after further consultation and revision the final document is expected to be completed and approved by the Minister of Health in the 3rd quarter of 2017. The EU-HF will be in charge of printing the bilingual publication for distribution among stakeholders and of the organization of a dissemination workshop.

    ​EU Health Facility is supporting the MoH in launching the PPP intitatives in health sector based on the stipulations of the Decree 15 on Public Private Partnership, issued by the GoV in 2015. Vietnam is seen as the next healthcare market in ASEAN. There are 273 new hospitals at some stage of the planning process with 50% located in Southern Vietnam. Introduction of the cooperation between public and private sector are seen as one of the most prominent initiatives to boost the modern health technology application as well as to finance growing demand in health services.

    On August 1, 2016 the EU-HF launched long awaited technical assistance assignment to support MoH in launching the Public Private Partnership in health sector. Mr. Derek Taylor (UK) along with the team of local experts Dr. Nguyen Thi Bach Yen (Public Health Expert), Mr. Pham Sy Chung (Legal expert) and Mr. Tran Duy Hung (Financial Investment Expert) will be working together with the Department of Planning and Finance as well as PPP unit of the Ministry of Planning and Investment during next 12 months.

    At the request of the Deputy Minister of Health Prof. Le Tuan, key experts of the EU Health Facility made a presentation on PPP, its content and the options regarding its employment in the Vietnamese health sector in the Ministry of Health on August 6th, 2015.
