    Under the cooperative framework between the Ministry of Health (MOH) and the European Union (EU), in 2018 the General Office of Population and Family Planning (GOPFP) with technical assistance from the EU Health Facility (EU-HF) has developed a draft manual guiding the implementation of extra-curriculum activities that aim at reducing imbalanced sex ratio at birth, raising awareness of gender and promoting gender equity among school children.

    Designed as a practical manual for health workers in Vietnam, the Handbook aims to raise awareness among the medical community about the importance of non-communicable diseases (NCD) prevention and risk factors as well as the role of medical doctors during periodic health examinations. In the coming months, the Handbook will be printed and made available for use in all health services in Vietnam.

Training on PPP initiative in the health sector in Da Nang

EU Health Facility is supporting the MoH in launching the PPP intitatives in health sector based on the stipulations of the Decree 15 on Public Private Partnership, issued by the GoV in 2015. Vietnam is seen as the next healthcare market in ASEAN. There are 273 new hospitals at some stage of the planning process with 50% located in Southern Vietnam. Introduction of the cooperation between public and private sector are seen as one of the most prominent initiatives to boost the modern health technology application as well as to finance growing demand in health services.
Training course at central level on Public Private Partnership (PPP) initiative in health sector was organized on 1st – 3rd of December in Da Nang. The training was chaired by Director of Department of Planning and Finance, Mr. Nguyen Nam Lien, Ministry of Health and Dr. Jose Cardona, Director of the European Union Health Facility.

Introduction of Decree no 15 on PPP and guiding Circulars was presented by Mr. Tran Viet Dung, Chief of PPP Office from Ministry of Planning and Investment.
Mr. Stephen Batts (Australia), PPP Key Consultant from EU Health Facility led the discussion on the overview of PPP in healthcare sector, list of potential projects and PPP – successes and failures. Interesting examples of PPP adoption for hospital and health services in many countries were presented and discussed. The popular proverb “If you can’t smile, don’t open a business” was also demonstrated.  

Financing and other Motivation for using PPPs, as well as typical structure of PPP contract were introduced by EU-HF Consultant, Tran Duy Hung.

For comparison, examples of socialization in health care in Vietnam were shown by Tien Giang Department of Health. Representatives of central, provincial and private hospitals and Department of Health from 10 targeted provinces were given opportunity to exchange their views and ask direct questions on the challenges of implementing PPP in healthcare in Vietnam.

The training also provides more insight into different case studies on PPP projects, what is not a PPP contract, examples on PPP Project Concept Registration form and handouts.

    On August 1, 2016 the EU-HF launched long awaited technical assistance assignment to support MoH in launching the Public Private Partnership in health sector. Mr. Derek Taylor (UK) along with the team of local experts Dr. Nguyen Thi Bach Yen (Public Health Expert), Mr. Pham Sy Chung (Legal expert) and Mr. Tran Duy Hung (Financial Investment Expert) will be working together with the Department of Planning and Finance as well as PPP unit of the Ministry of Planning and Investment during next 12 months.

    At the request of the Deputy Minister of Health Prof. Le Tuan, key experts of the EU Health Facility made a presentation on PPP, its content and the options regarding its employment in the Vietnamese health sector in the Ministry of Health on August 6th, 2015.
