4th National Hospital Quality Forum

On 18 December 2018, at the National Convention Center (Hanoi), the Medical Services Administration (MSA) under the Ministry of Health (MOH) in collaboration with the European Union Delegation (EUD) to Vietnam organizes the 4th National Hospital Quality Forum.

The objective of this Forum is to increase the attention of leaders, managers and professionals to enhancing the quality of healthcare services, review 5 years of service quality improvement across the country, and share international and national experience in quality management. In addition, on this occasion the MSA also celebrate its 10th anniversary and the 65th anniversary of the establishment of the medical examination and treatment system in Vietnam.

Mme. Axelle Nicaise, Deputy Head of the EU Delegation, spoke at the Forum: "We are here today, 5 years after such initial support by the EU, and we are very pleased to see that the Ministry of Health, the Provincial Departments of Health, Directors of Public and Private Health Facilities continue to demonstrate high commitment to improving health service quality as a core objective of sector reform.”

Assoc. Prof. Dr. Luong Ngoc Khue, MSA Director General said that hospital quality has been improved dramatically in the last 5 years. From the 1st National Hospital Quality Forum in 2013 to the 4th one, many efforts have been made in enhancing the quality of medical examination and treatment services. Hospital quality improvement has become a movement and a driving force for hospitals to strive for, towards achieving patients’ satisfaction.
The MOH has issued many legal normative documents relating to hospital quality management, e.g. Circular on management of the quality of hospital testing services, Decision on improvement of medical examination and treatment procedures in clinics, 83 national criteria for hospital quality assessment (hereafter referred to as the national criteria) which were announced at the 1st National Hospital Quality Forum in 2013. The MOH the assessment of hospital quality based on these criteria will gradually improve service quality, contributing to improving the quality of medical examination and treatment. The results achieved have shown that the issuance of these criteria is a right policy, leading to the quality of the entire medical examination and treatment system being constantly improved towards people’s satisfaction.

At the Forum, participants will focus on the following topics: Quality improvement - opportunities and challenges in the context of hospital autonomy and health financing reform; Experience in application of the national criteria. In addition, there will be a presentation overviewing the development of the service quality management work in Asia and the Pacific by Dr. Shinsuke MURAI, a specialist from the National Center for Global Health and Medicine (NCGM), Tokyo, Japan, former director of WHO's training program on quality and patient safety in Japan. Many important presentations will also be shared such as: Experience at all levels in improving hospital quality based on the national criteria; Experience in improving medical examination procedures and applying IT in medical examination; Experience in improving the quality of hospital toilets; Experience in enhancing hospital security; Experience in reporting medical incidents; Experience in developing clinical nutrition practices; Application of quality standards in the world.

In particular, the Forum will also include an exhibition of posters showing service quality improvement initiatives towards patients satisfaction of hospitals across the country. This exhibition is a demonstration of the results of health service reform policies of the Government, the MOH and the MSA over the past five years.
 
The Forum is attended by more than 800 leaders and staff from: Party, National Assembly and Government agencies; MOH and its departments/institutes; international organizations; provincial/city Departments of Health; health units of other ministries; provincial/district hospitals; exemplary private hospitals; doctors and nurses engaged in quality management; associations, press agencies, etc.

    The Health Partnership Group (HPG) met today in Da Nang to discuss renovation of the primary healthcare system in order to strengthen the prevention, control and management of non-communicable diseases (NCD). It is a provincial HPG meeting, partially supported through European Union-funded Health Sector Policy Support Programme Phase II, with a theme to “Strengthen the Prevention, Control and Management of Non-Communicable Diseases through Renovation of the Primary Healthcare System”.
