Development of Medical Services Quality Management Criteria for district and communal health centers underway

The Medical Services Administration (Ministry of Health) in collaboration with the EU Health Facility (EU-HF) held the first meeting to discuss the draft framework for Medical Services Quality Management Criteria for communal health centers developed with support from EU-HF on December 6th in Hanoi. Chaired by Dr. Luong Ngoc Khue, Director of the Medical Services Administration (MSA), the meeting was well attended by more than 30 participants from relevant departments and institutions of the Ministry of Health (MOH), provincial health departments of Bac Giang, Nam Dinh, Ha Nam and Hanoi, district and communal health centers, and experts from EU-HF.

Using Donabedian methodology, the draft Criteria for Medical Services Quality Management is designed to set a solid foundation to assure quality management for medical services at the communal health centers in line with WHO quality management framework. A total of 47 criteria cover five areas including infrastructure, equipment, human resource, medical services, safety, and monitoring. They aim to improve health service quality at the district and communal health centers, increase the number of patients using the services, thus share the overcrowding burden faced by city hospitals and medical clinics.

Development of Criteria for Medical Services Quality Management for district and communal health centers is part of EU-HF effort to support MSA and MOH in the process of quality improvement in health facilities. EU has been providing support to MOH in this area since 2011.
