    The EU Health Facility (EU-HF) in collaboration with Ministry of Health (MOH) conducted a one-day training workshop on basic health service package (BHSP) and guidelines to 39/2017/TT-BYT Circular implementation in Hai Phong today. Well attended by participants who work in both health and social insurance, and local authorities, the training workshop is designed to prepare local staff in using BHSP as a tool towards universal health insurance coverage.

Consultation on health financing strategy for 2016-2025

On March 15, 2016 the European Union Health Facility (EU-HF) together with the Ministry of Health Bộ Y Tế of the Socialist Republic of Vietnam organised the meeting of the technical working group on health financing. The meeting was chaired by Vice Minister of Health, Associate Professor Dr. Pham Le Tuan. The meeting was devoted to consultations with the development partners working in health sector on Health Financing Strategy for 2016 -2025 developed under the guidance of WHO whereas the EU-HF gave just in-time input and comments to the document. EU-HF also had a chance to present for the discussion of the major stakeholders - its assessment of the current capitation model, its drawback and possible solution for successful implementation of this payment mechanism in Vietnam. EU-HF agreed with the MoH that the capitation in future will be used to cover a package of outpatient services at grass-root/primary health care level. 
The European Union in Vietnam has allocated a conditional grant to the Government of Vietnam in amount of 100 million Euro for the period of three years (2015-2018) as a direct budget support to existing sector financing. Part of the proceedings of this EU Grant are being used to subsidise the health insurance premiums for the near poor allowing higher coverage with health services to a vulnerable group of population.

Mr Neven Mimica, EU Commissioner for International Cooperation and Development, and H.E. Associate Professor Dr Nguyen Thi Kim Tien, Minister of Health of Vietnam was held on Monday, 16th of November.
