    The EU Health Facility (EU-HF) in collaboration with Ministry of Health (MOH) conducted a one-day training workshop on basic health service package (BHSP) and guidelines to 39/2017/TT-BYT Circular implementation in Hai Phong today. Well attended by participants who work in both health and social insurance, and local authorities, the training workshop is designed to prepare local staff in using BHSP as a tool towards universal health insurance coverage.

    A Workshop on Public-Private Partnership (PPP) Options for Ninh Binh and Da Nang is taking place in Hanoi today. Within the cooperation program, Health Sector Policy Support Program Phase II (HSPSP II), between EU and the Ministry of Health (MOH) to introduce PPP to the health sector in Vietnam, this one-day workshop is organized by the Department of Planning and Finance (Ministry of Health) and the EU Health Facility (EU-HF) to support two local hospitals in Ninh Binh and Da Nang.

On 10 March 2017 the EU Delegation to Vietnam and the EU-Health Facility met with key departments of the MoH (DPF, MSA, MCH, GOPFP) to assess the current status and implementation progress of the programme of work of the EU-HF and additional requests of technical assistance by the EU-HF that the MoH may need.


The MoH representatives requested updates on the progress of ongoing assignments of the EU-HF; the most salient are the support to the production of technical guidelines for the early detection of non-communicable diseases and quality of services at grassroots level of care, the introduction of public-private partnerships in the health sector in Vietnam, improvements payment methods to providers of health services and support to the policy dialogue in the Health Partnership Group that involves the main agencies providing development assistance to the Vietnamese health sector. Officials of the MoH departments concerned expressed their appreciation of the assistance provided by the EU Health Facility under the EU support programme.

The group then moved to discuss areas for additional technical assistance by the EU-HF, always under the EU programme and relevant to the MoH departments involved; these focused their needs and priorities around the implementation of quality management systems in primary health and hospital care, the development of family medicine, the establishment of an independent accreditation agency for hospitals, further progress in public-private partnership projects facilitating the engagement of the private sector, the calculation of costs of clinical and preventive services, and a specific support to the improvement of maternal and neonatal care, among others.
Finally, the EU-HF was put in charge of refining and scoping the requests discussed in general terms and present a technical proposal within the month of March.

More than 600 participants from the central, provincial, city and district hospitals, representatives of Universities, and Association of Private Hospitals are participating in the discussions, supported by the experts from the European Union and international partners.

    On August 1, 2016 the EU-HF launched long awaited technical assistance assignment to support MoH in launching the Public Private Partnership in health sector. Mr. Derek Taylor (UK) along with the team of local experts Dr. Nguyen Thi Bach Yen (Public Health Expert), Mr. Pham Sy Chung (Legal expert) and Mr. Tran Duy Hung (Financial Investment Expert) will be working together with the Department of Planning and Finance as well as PPP unit of the Ministry of Planning and Investment during next 12 months.
